REQUEST:
The request before City Council is to review the Special Event and Alcoholic Beverage Special Event Applications for the 2023 Cotee River Bike Fest. The three-day event will take place from Friday, October 13, 2023, through Sunday, October 15, 2023, and includes a proposal from Farrell Cares to sell beer as a fundraiser benefiting local children's charities.
DISCUSSION:
The Special Event Team met to review the Alcoholic Beverage Special Event Application for the Cotee River Bike Fest on May 23, 2023. Farrell Cares Inc., the organizers of Cotee River Bike Fest, have requested approval for Bike Fest Vendors to sell beer in Sims Park on the following days: Friday, October 13 from 5pm - 11pm, Saturday October 14 from 12pm - 11pm, and Sunday October 15 from 1pm - 5pm.
The Alcohol Beverage Special Event Permit application states the requested times for alcohol sales to take place from 4:00pm to 11:00pm, per city ordinance, Chapter 3, Sections 3-5 (3) Conditions for ABSEP approval. j. Hours of operation for the sales and/or consumptions of beer and wine shall be limited to 12:00pm through 11:00pm for events held Monday through Saturday and 1:00pm to 9:00pm for events held on Sunday; the applicant shall be fully responsible for enforcing the hours of operation; and the applicant shall be liable for the failure to enforce the hours of operation.

RECOMMENDATION:
The recommendation before City Council is to approve the Alcoholic Beverage Special Event Permit Application submitted by Farrell Cares, Inc. as per the language of Ordinance in Chapter 3 of the City Code and in accordance with the attached map.
