RE:RFQ23-021 Engineering Continuing Service Agreements – Consideration for Approval

REQUEST:

Attached for City Council’s review and consideration for approval are the RFQ 23-021 staff evaluation for professional engineer consulting services short list and continuing services agreement (CSA) recommendation process.



DISCUSSION
:

As Council is aware, the City’s Public Works Department oversees the design and construction of all capital improvement projects.  By creating this type of RFQ process and entering into continuing services agreements with these types of firms, the City adds another tool available in its “tool box” in which it can address and streamline projects that require design, permitting, and construction phases of projects.  15 firms submitted RFQs to the City.  Staff reviewed and evaluated the 15 firms in the following categories:

 

1.     Team and assigned personnel qualifications and experience.

2.     Firm references, previous similar work completed.

3.     Project Approach.

4.     Local Preference.

5.     Technical Compliance with RFQ requirements.

 

Subsequent to staffs review and evaluation, all of the firms scored more than 90 evaluation points, which qualified the 15 firms for City Council’s consideration of approval.



RECOMMENDATION:

Approval of the evaluation short list and allow staff to enter into CSA’s is recommended.



BUDGET/FISCAL IMPACT:

There is no impact on the budget.
