The request of staff for City Council is to review and consider for approval RFP 23-024 selection to Environmental Consulting and Technology, Inc. (ECT) for the construction of the proposed Community Development Block Grant (CDBG) Coronavirus (CV) sidewalk project and allow staff to negotiate fees associated with engineering services of the project.

This project will include the construction of approximately 10,602 linear feet of six-foot-wide concrete sidewalks in the east and west Grand neighborhoods. On August 10, 2023, staff held interviews with the two (2) firms that submitted RFP packages for engineering services. Criteria was based on successful engineering experience, qualifications of the project manager, including a description of engineering experience, familiarity or ability to become familiar with the project, project approach, and the ability to stay within the confines of the budget.  Subsequent to the interviews, ECT was ranked number one (1) out of the two (2) firms. As City Council may be aware, staff has worked with ECT on the Main Street Sidewalk Improvements project, the Beach Street Drainage Improvements project, and the Delaware Avenue Stormwater Drainage Improvements project. Staff is confident that the firm has the expertise to deliver a product that meets and or exceeds the demands and standards set by City Council and staff.
