REQUEST:

The request for City Council is to conduct a first reading of an ordinance to modify the City's solid waste collection system.

DISCUSSION:

As City Council is aware, currently there are five trash collection companies operating within the city limits. In February 2021 the City sent notifications to all five of the trash collection companies a three-year notice of intent to convert from the existing trash collection open market system to a single-hauler system. In June of 2023 RFP23-023 was advertised for a single trash hauling vendor. On August 1, 2023 two trash hauling companies responded and submitted to the City completed RFPs; Coastal Waste & Recycling of Florida, Inc. and Waste Pro of Florida, Inc. dba JD Parker and Sons.

As the City moves forward in this process, the need to modify the existing solid waste ordinance has been identified. The attached proposed ordinance includes updated edits to satisfy collection and rate methods, holidays, single hauler authorization, C&D special permit, insurance amount increases, and local office mandate.

RECOMMENDATION:

Staff recommends that City Council conduct the first reading of an ordinance to modify the City's solid waste collection system as submitted.

BUDGET/FISCAL IMPACT:

There is no budget impact.
