REQUEST:
The request for City Council is to approve and award RFP23-023 submitted by Waste Pro of Florida, Inc. dba JD Parker and Sons.
DISCUSSION:
As City Council is aware, currently there are five trash collection companies operating within the city limits. In February 2021 the city sent notifications to all five of the trash collection companies a three-year notice of intent to convert from the existing trash collection open market system to a single-hauler system. In June of 2023 RFP23-023 was advertised for a single trash hauling vendor. On August 1, 2023 two trash hauling companies responded and submitted to the city completed RFPs; Coastal Waste & Recycling of Florida, Inc. and Waste Pro of Florida, Inc. dba JD Parker and Sons. Subsequent to staffs review of the RFP’s, it has been determined that JD Parker and Sons is the low bidder. Award of the attached RFP to JD Parker and Sons by City Council will allow staff to enter into a Seven-year contract agreement with one three-year renewal option for a single trash hauler service to operate within the City Limits. In addition, customer standards would be put into place which would allow the city to verify a 100% trash collection service participation by all property owners within the City Limits.
RECOMMENDATION:
Award of the RFP is recommended.
BUDGET/FISCAL IMPACT:
Cost for trash collection services will be placed on the City’s non-ad-valorem tax roll that will assess City property owners utilizing the Pasco County’s Assessor’s office or direct billing subject to City Council’s approval of methodology.
