REQUEST: Attached for your review and consideration for approval is a project deductive change order in the amount of ($6,892.67) and a final pay request in the amount of $192,981.29 from Concrete Conservation, LLC for sanitary sewer manhole rehabilitation.
DISCUSSION:
On February 7, 2023 City Council approved an agreement and a proposal from Concrete Conservation, LLC in the amount not to exceed $199,873.96 for the sanitary sewer gravity main rehabilitation. The agreement included the same conditions and unit pricing as the current City of Jacksonville Electric Authority (JEA) contract JEA11198. The usage of the contract and its pricing are in accordance with the City's purchasing procedures and guidelines.
As Council is aware, this type of project has been included annually in the Public Works Capital Improvement Program as a continual proactive approach to rehabilitate an aging infrastructure. Subsequent to extensive inspections by the city crews of the sanitary sewer system, 90 manholes were lined due to severe deterioration of the existing manhole structures. The majority of which were in the Magnolia Valley Neighborhood west of Rowan Rd. and north of Massachusetts Ave. The identified manholes had extensive cracking of the brick work or pre-cast concrete and/or deterioration of the concrete or grout.
RECOMMENDATION:
Approval of the final pay request and deductive change order are recommended.
