REQUEST:
The request is for the City Council to permit Evergreen Solutions, LLC. to conduct a presentation regarding a Classification and Compensation Study related to the General Employees of the city.
DISCUSSION:
As you are already aware, the city contracted with Evergreen Solutions, LLC, a management firm specializing in public sector classification and wage studies in March of 2023. The purpose of which was to evaluate for market competitiveness external equity with comparable communities along with ensuring appropriate internal alignments among positions within the Ranks of General Employees.
It goes without question that the city’s employees are an important resource, and a competitive and equitable pay plan is an effective means by which to attract and retain qualified personnel to careers within the city. In addition to establishing a Classification and Compensation Study the following implementation options were evaluated: Bring to Minimum, Class Parity, Hybrid Parity, Tenure Parity and Compa Ratio. A matrix which details an explanation along with the pros and cons of each method is attached for your review. At this point Evergreen, the city’s consultant, is prepared to present the results of their work and outline remaining steps on the project.
RECOMMENDATION:
The recommendation is twofold. First, it is to permit Evergreen Solutions to present their work on the Classification and Compensation Study. Secondly it is to adopt the hybrid parity system of compensation which places employees into market competitive pay ranges and adjusts based on time in current classification and a reduced credit for remaining time regardless of job title.
BUDGET/FISCAL IMPACT:
If the City Council approves the hybrid parity implementation system, the estimated budget impact is expected to be $456,051.89. The cost associated with this budget item has been included in the FY 23-24 General Fund Budget. | | | |
