REQUEST:
The staff request for the City Council is to review and consider rejecting the sole bid submitted by Revinu, Inc. for sludge hauling and disposal services.
DISCUSSION:
The Water Reclamation Facility generates about 8100 wet/tons of biosolids annually as a by-product of the treatment process. This material must be transported and treated to DEP standards and the City’s facility is not equipped to provide this level of biosolids treatment. As a result, this service must be contracted out. The City advertised ITB23-029 for Biosolids Hauling and Disposal Services. On September 29, 2023 the City opened and publicly read aloud the sole bid received from Revinu, Inc. at $116.49 per ton; a 67.7% increase from the City’s previous bid award for this type of service.
RECOMMENDATION:
Recommend to reject the bid and move forward with a new bid to add competition to the proposal.
BUDGET/FISCAL IMPACT:
Should the sole bid from Revinu, Inc is accepted, it would be an annual estimated cost of $943,569. As outlined in our inter-local agreement, Pasco County will contribute about 42% of the cost for this service. | | | |
