REQUEST:
The request before you this evening, is two-fold. First for your consideration, is the approval to accept a Florida Firefighter Cancer Decontamination Equipment Grant award in the amount not to exceed $48,712.50 from the State of Florida Fire Marshal's Office, Chief Financial Officer Jimmy Patronis. Second is to consider approval of the direct purchase of a Plymo Vent source capture exhaust removal system from Safe Air Corporation in the amount of $64,950.00 including installation, as shown on the attached quote.
DISCUSSION:
On July 20, 2023, a grant application was submitted in hopes of gaining financial support for the purchase of a vehicle exhaust capture system to be installed in the new fire station #2. This type of equipment was an eligible request under the terms of the Florida Firefighter Cancer Decontamination Equipment Grant for Fiscal Year 2023/24. On September 26, 2023, a grant award letter was received from the Florida State Fire Marshal's Office, advising that our application was approved for the purchase of one (1) vehicle exhaust capture system, not to exceed a total cost of $64,950.00. Under the terms of the grant, there is a 25% match obligation to the City, in the amount of $16,237.50.
The vehicle exhaust capture system meets the 2021 National Fire Protection Association (NFPA) 1500, 10.1.5 standard for Fire Department Occupational Safety, that states; "The fire department shall prevent exposure to firefighters and contamination of living and sleeping areas from exhaust emissions through the use of direct or source capture systems". We would like to incorporate this type of exhaust removal system into the plans for the new fire station #2, which is compliant with the latest NFPA standard that became more stringent after the design of the fire station began.
RECOMMENDATION:
Staff requests that City Council approve acceptance of the grant award as stated, and the direct purchase of the Plymo Vent source capture exhaust removal system from Safe Air Corporation.
BUDGET/FISCAL IMPACT:
The cost for a ventilation system is already budgeted into the Fire Station #2 Project in the amount of $35,000.00, therefore there is no fiscal impact.
