The request of staff for City Council is to review and to consider approval and award of the lowest bid submitted by Design Landscaping Management, Inc. in the amount not to exceed of $29,661.48 for the annual mowing and landscape maintenance of US Hwy 19 center medians. In addition, staff would request City Council review and consider for approval, as a contingency, the second lowest bid in the amount not to exceed $39,000 from Average Joe Landscape. 

As Council is aware, the City utilizes a private contractor for the mowing and landscape maintenance services on US Hwy 19.  On October 13, 2023 two (2) competitive sealed bids were opened up by the City.  The attached low bid submitted by Design Landscaping Management, Inc. (DLM) and Average Joe Landscape.  Both companies have performed work for the City in the past. DLM is a local firm that currently performs these services for the City under the current ITB contract agreement. During this time DLM has been dependable, professional, and detailed in performing the services mentioned.

In the past, staff has had to advertise and rebid mowing and landscape services prior to the term date due to contractors not being able to fulfill contract obligations.  In an effort to secure redundancy, staff has had discussions with Average Joe Landscape and they have agreed to honor their bid amount submitted and will be available to perform these tasks upon 48-hour notice by the City in writing.
