RE:ITB24-004 Bid Award RE: 2022 West Main Street Sidewalk and Drainage Project

REQUEST:

The request of staff for City Council is to review and to consider approval and award of the lowest bid submitted by SC Signature Construction, Inc. in the amount not to exceed of $326,561.98 for the 2022 West Main Street Sidewalk and Drainage Project.



DISCUSSION
:

On Friday, December 1, 2023 five (5) competitive bids were opened by the City.  The project bids received ranged from a low bid of $326,550 to a high bid of $988,284.  The Engineer of Record has reviewed the bid documents required for each submission, verified line-item dollar amounts, and determined that SC Signature Construction’s bid submission contained a minor math error from their original bid submission amount of $326,550. The mathematical error did not have an effect on the bid rankings.  Subsequent to the engineer’s review, it has been determined that SC Signature Construction is capable of meeting the contract requirements of this project. Staff has worked with this contractor on previous projects such as the Frances Avenue Park Improvements project and Jasmin Drive Seawall Improvement project.  These two (2) projects were completed on time and below budget.  Currently, they are performing the construction phase of the Meadows Dog Park Improvements. 

 

Finally, as Council is aware, this project is identified in the 2024/2028 Capital Improvement Program.  The proposed project includes the construction of approximately 1,200’ of sidewalk along the north side of West Main Street.  In addition to the sidewalk construction, drainage improvements will include the replacement and upsizing of the existing stormwater inlet structure and the replacement and upsizing of the existing drainage pipe located to the west of the Burger King restaurant and the construction of a headwall south of the restaurant, and the construction of drainage swales where permissible to reduce on street flooding during storm events.



RECOMMENDATION:

Approval and award of the ITB is recommended.

 



BUDGET/FISCAL IMPACT:

Funds for this project are identified and allocated in the City's current Capital Improvement Program as Local Option Gas Tax Dollars.
