As City Council is aware, the construction phase of the 2021/2022 Street Improvements Project has been completed. In an effort to expedite the 2022/2023 Street Improvements Project, staff added the project line items to the existing contract in the form of a change order.
Should City Council approve the change order, the project time frame would be expedited by eliminating the bid phase/contract phase. While the attached construction services manager’s recommendation memorandum identifies an increase of 10% for six (6) tasks greater than $40,000 when compare to the bid pricing of the 2021/2022 project which could result in pricing greater than the 10% should the 2022/2023 project go out to bid. In an effort to reduce costs further, staff has performed a value engineering review of the proposed work. Eliminating the bid/contract phase will result in a saving of $10,150 and reducing the consultant construction phase time spent on the job will result in a potential savings of $13,000 to $20,000 when added to the bid/contract phase. In addition, areas called out in the project where full base removal can be changed to milling will save approximately $87,436.

4. Louisiana Avenue from Grand Boulevard to Madison Street
5. Lafayette Street from Illinois Avenue to Lincoln Street
6. Lincoln Street from Lafayette Street to Main Street
7. Franklin Street from Illinois Avenue to Montana Avenue
8. Adams Street from Delaware Avenue to Central Avenue
9. Jefferson Street from Delaware Avenue to Missouri Avenue
10. Van Buren Street from Delaware Avenue to Indiana Avenue
11. Monroe Street from Illinois Avenue to Main Street
12. Harrison Street from Illinois Avenue to Main Street
13. Polk Street from Illinois Avenue to Old Main Street
14. Green Key Road from Independence Way to US19
15. Main Street from Old Main Street to Congress Street
16. Old Main Street from Main Street to Congress Street
In addition to paving, areas where the existing sidewalk is cracked or damaged will be removed and replaced as part of the change order. In areas where existing stormwater inlet structures are located in the grass adjacent to the street, concrete flumes are constructed from the edge of the street to the inlet structure as part of a best management practice. As stated previously, all existing streets are milled so the new asphalt could be installed at the same grade as not to increase stormwater levels during weather events.
