As Council is aware, the Main Street sidewalk project is identified in the 2024/2028 Capital Improvement Program. The project is currently under construction and includes the construction of approximately 1,200’ of sidewalk along the north side of West Main Street. In addition to the sidewalk construction, drainage improvements include the replacement and upsizing of the existing stormwater inlet structure and the replacement and upsizing of the existing drainage pipe located to the west of the Burger King restaurant and the construction of a headwall south of the restaurant; as well as the construction of drainage swales where permissible, to reduce on street flooding during storm events.
As City Council may recall, this year’s neighborhood sidewalk improvement program focuses on the Heights Neighborhood and is included in the City’s current CIP program. The attached change order includes the construction of approximately 2,730 linear feet of five (5’) feet wide sidewalk, the striping of six (6) pedestrian crosswalks, and the installation of approximately 1,288 square yards of Bahia sod in the southern area of the Heights neighborhood south of Marine Parkway and approximately 170 linear feet of five (5’) feet wide sidewalk on the north side of Main Street between River Road and the Main Street Bridge.
In an effort to reduce project costs and expedite the project time frame, staff has performed a value engineering review of the proposed work. By converting the project into a change order, it will eliminate the bid/contract phase which will result in a saving of approximately $10,000 and reducing the consultant construction phase time spent on the job will result in a potential savings of $5,000. Finally, by eliminating the bid/contract phase will save approximately 60 days as the construction phase would begin immediately.
