RE:Request to Enter into Task Order No. 2 for Fire Station No. 2 Architectural Services

REQUEST:

The request of staff for City Council is to approve entering into Task Order No. 2 in the amount not to exceed $35,000 for architectural services from September through December of 2024 with Spring Engineering.

DISCUSSION
:

In 2019 the City contracted with Spring Engineering, Inc. for architectural and engineering design services for the new construction and relocation of the City’s Fire Station No. 2 located at 6121 High St.  The new site consists of a 1.19-acre parcel located on Grand Boulevard just north of Marine Parkway and south of High St.  The construction project involves site preparation and the construction of a 7,876 SF single-story fire station.  The station includes two (2) drive-thru bays, office space, a day room, training and exercise rooms, a bunker gear storage room, a commercial-grade kitchen, dorm style bedrooms to accommodate up to six (6) personnel, an OSHA certified decontamination room, and an outdoor private patio.

As City Council may recall, task order one included the design phase, construction document creation, bid phase and construction administration.  The construction administration deliverable was based on a 300-day time frame.  As City Council is aware, delays in the construction phase such as the site grading, material delays, concrete block water proofing, and embellished concrete flooring, have delayed the project beyond the original time frame.  Staff has reviewed the task order and has determined that the request is with in industries standards and practices. When compared to the fleet structure construction management coast, the pricing and time frame are comparable.

RECOMMENDATION:

Approval of entering into the task order is recommended.

BUDGET/FISCAL IMPACT:

Funding is identified as Penny for Pasco Tax Dollars.
