SUMMARY:

The City Council is asked to discuss the collection of the solid waste delinquencies, and the future billing method for solid waste collection services and provide feedback with any desired changes to the payment collection process.

 

A discussion was held in August 2023 to discuss the advantages of adding the billing of solid waste collection to the water bill and to the tax roll. After much discussion, a decision was made in November 2023 to move forward with the billing of property owners only and as a standalone bill. The City of New Port Richey began billing for residential solid waste collections in March 2024 for services beginning on 3/2/2024.

 

Unfortunately, the billing method utilized has not proven to be effective. Services are billed quarterly. As of December 31, 2024, the outstanding balance for solid waste collections is $171,075.37, or 31% of the total 5,137 accounts billed.  Of the total accounts billed, there are 4,864 active accounts, of which, 30% of these accounts are delinquent, totaling $165,143.67; this balance makes up 96.5% of the total outstanding payments due to the city for residential solid waste collection services.




REQUESTED ACTION:

Based largely on the fact that placing the fee on the tax roll safeguards a much higher rate on collectible accounts, we are recommending that you reconsider this matter in favor of placing the annual fee for waste pickup and hauling and that it be placed on the 2025 tax roll in the form of an assessment. Further, we recommend payment delinquencies also be placed on the 2025 tax roll for collection.
