RE:ITB25-025 Beach Street Drainage Improvements Project Bid Award

REQUEST:

The request of staff for City Council is to review and to consider approval the low bid in the amount not to exceed $1,898,761.80 and award the ITB24-025 to Harris-McBurney Company of Tampa Florida for the construction of the Beach Street Drainage Improvements Project.



DISCUSSION
:

The project’s scope of work is included in the City's current Capital Improvement Program (CIP), in the summary of flood control/water quality projects section.  The proposed stormwater improvement flood control elements for this project include inlet upgrades to intersection inlets on Beach Street east of Maple Street, Beach Street and High Street.  The installation of 1,980’ of 36” stormwater pipe and outfall.  The proposed stormwater improvement water quality element or best management practice (BMP), includes the installation of a continuous deflective separation (CDS), unit south of the outfall.  This area was identified in the City's 2013 Stormwater Master Drainage Plan 10-Year Update due to continual street flooding and repetitive flooding of homes during storm events.

 

On Friday October 25, 2024 five (5) competitive sealed bids were opened by the City.  The project bids received ranged from a low bid of $1,898,761.80 to a high bid of $2,984,720.  Finally, subsequent to the engineer’s reference review and discussion with the contractor, it has been determined that Harris-McBurney Company is capable of meeting the contract requirements of this project.



RECOMMENDATION:

Approval of the low bid and award are recommended.



BUDGET/FISCAL IMPACT:

Funding for the project is identified in the City’s current CIP as Stormwater Utility dollars and Hazard Mitigation Grant dollars.
