REQUEST:

The request is to conduct a public hearing and approve a resolution authorizing the use of the uniform method of collection relating to efforts to collect delinquencies on solid waste accounts.



DISCUSSION
:

In that regard, the Florida Statutes provide cities with the authority to impose a non-ad valorem assessment for fees which are not based upon millage and which can become a lien against a homestead.

 

In respect to the delinquencies for payment of solid waste collection services it is believed that the uniform collection method will be a more effective means by which to enforce payment rather than the more traditional method of the lien foreclosure methodology and therefore it is recommended to you for your consideration.

In order to go forward with the use of the uniform method of collection the City Council is being asked to support a resolution which affirms the city’s intent to collect solid waste delinquencies using this method.

Incidentally, if this item is approved by the City Council collection attempts will continue until the final assessment roll is certified with the property appraiser at which time placement of the outstanding solid waste collection fees will be placed on the tax bills.

The collection period associated with the requested action includes all unpaid solid waste collections fees billed from March 2024 through August 31, 2025. As of February 13, 2025, the total balance outstanding is $189,789.09.

 


RECOMMENDATION:

The recommendation is to approve the resolution which authorizes the Property Appraiser to place delinquent solid waste accounts on the tax roll and additionally authorizes the Tax Collector to collect the fees in conjunction with the collection of property taxes and non-ad valorem assessments levied against subject properties within the city.



BUDGET/FISCAL IMPACT:

The action requested will result in a source of revenue to the city.
