REQUEST:
The request is to conduct a public hearing and approve a resolution authorizing the use of the uniform method of collecting non-ad valorem assessments to collect solid waste fees.


DISCUSSION
:

The Florida Statutes provide cities with the authority to impose a non-ad valorem assessment for fees which are not based upon millage and which can become a lien against a homestead.

 

In respect to the payment of solid waste collection services it is believed that the uniform collection method will be a more effective means by which to collect these fees as opposed to other direct billing methods.

In order to go forward with the use of the uniform method of collection the City Council is being asked to support a resolution which affirms the city’s intent to collect solid waste fees using this method.

Incidentally, if this item is approved by the City Council the fees for solid waste collections services beginning October 1, 2025 through September 30, 2026 will be included on the final assessment roll which is certified with the property appraiser to which the placement of the annual fee for solid waste collections will be placed on the tax bills.



RECOMMENDATION:

The recommendation is to approve the resolution which authorizes the Property Appraiser to place solid waste collection fees on the tax roll and additionally authorizes the Tax Collector to collect the fees in conjunction with the collection of property taxes and non-ad valorem assessments levied against subject properties within the city.

BUDGET/FISCAL IMPACT:

The action requested will result in a source of revenue to the city.
