RE:Recreation & Aquatic Center – HVAC Tandem Compressor Condenser Fan Replacement Project

REQUEST:

The request of staff for Council is to review and consider for approval the attached proposals in the do not exceed amount of $52,738.00 from Air Mechanical and Service Corporation for the replacement of tandem compressors units, a variable frequency drive (VFD), and condenser fan motor located at the City Recreation and Aquatic Center. In addition, a request to approve the budget amendment associated with the proposals in the do not exceed amount of $53,000.00 is attached.  Pricing is in accordance with ITB No.23-012.



DISCUSSION
:

As City Council is aware of the catastrophic impact Hurricane Milton had on Florida in October of last year, the New Port Richey Recreation and Aquatic Center’s HVAC equipment took a big hit with power surges, causing major electrical damage to both York Chiller systems. In an effort to get chillers running, the City’s contracted HVAC maintenance company was contacted and responded with technicians to assess the damage and to start the process of equipment repair and or replacements.  With HVAC systems, there are step by step troubleshooting procedures where certain parts are needed in order to restore functionality of equipment.  In this case mother boards needed to be replaced prior to proceeding to the next step of verifying chiller system operations which include compressors.  Subsequent to this process, it has been determined that the tandem compressor units, a VFD, and condenser fan motor cannot be repaired and need to be replaced.

 

Currently the Recreation and Aquatic Center is being cooled by a temporary chiller donated by Air Mechanical & Service Corporation.  A lead time of two weeks was presented to the City on March 6, 2025.  The City directed the contractor to start the purchasing process to secure the equipment needed to complete the job in an effort to expedite the project as warmer weather is approaching, the Rec. Center will begin to start their summer weather activities, and as City Council is aware, the center is the City’s Emergency Operations Center during storm events such as hurricanes which season begins annually in June. 



RECOMMENDATION:

Approval of the proposals and budget amendment are recommended.



BUDGET/FISCAL IMPACT:

The funding will come from prior year’s reserves while awaiting reimbursement from claims filed for damages caused by Hurricane Milton.
