The action requested of the City Council is to consider for approval, the attached Agreement for Disaster Management, Monitoring, Oversight and Recovery Services from Tetra Tech Incorporated.

On July 21, 2015 Pasco County Board of County Commissioners voted to approve an agreement for Disaster Management, Monitoring, Oversight and Recovery Services with Tetra Tech Incorporated. The agreement was awarded subsequent to Tetra Tech Incorporated being chosen as the successful respondent to RFP-FA-081, Disaster Management, Monitoring, Oversight and Recovery Services. These same services are extended to the City with the same terms and conditions in accordance with the above referenced agreement.

As Council may recall, the City is currently under contract with Tetra Tech Incorporated for disaster management, monitoring, oversight and recovery services.  The current agreement is set to expire August 2, 2016.  Stringent requirements for monitoring and proper documentation is required to be submitted to the Federal Emergency Management Agency (FEMA) for reimbursement of costs associated with recovery efforts during emergency events.  These challenges have prompted the need for agencies to execute secondary contract agreements with certified contractors performing the monitoring and oversight services should the need arise when an event may be too large for staff to handle.  If approved, this agreement puts in place a secondary/redundancy for these services.
