RE:Second Reading, Ordinance #2016-2085: Land Use Plan Amendment & Resolution # 2016-16: Vacation of Alley Right-of Way - 6050 Indiana Avenue

REQUEST:

City Council is to conduct a second public hearing of the land use plan amendment application, under the quasi-judicial proceedings.



DISCUSSION
:

This item had a first public hearing on July 19, 2016.

 

The subject site is 0.31 acres located on the southeast corner of Indiana Avenue and Monroe Street, and north of Pennsylvania Avenue. It includes two adjacent parcels.  There is a 912 square foot office (originally built as a dwelling) located on the northern parcel with frontage along Indiana Avenue and Monroe Street.  The southern parcel is undeveloped and has frontage on Pennsylvania Avenue and Monroe Street.  An alley runs east-west through a portion of each parcel.  To the north is the main campus of the North Bay hospital.  East of the site are a social service agency and triplexes.  To the west across Monroe Street is a rehabilitation center.  South of the site is a City detention pond.   

 

The hospital proposes to redesignate the site from the Low-Medium Residential Density and Residential/Office land use plan categories to the Public/Semi-Public land use plan category, which is the designation on the hospital’s main campus. The zoning is proposed to remain Residential/Office on the north lot and Office on the south lot. The office building will be used for general purposes.  A gravel-surfaced area for parking and outside storage will be located on the vacant lot, enclosed with a six-foot PVC fence.

 

A request to vacate the 20-foot-wide alley located between the two lots was approved by City Council on July 19, 2016 under Resolution #2016-16. 



RECOMMENDATION:

Staff recommends approval of the request.

 

The Land Development Review Board reviewed the ordinance at its June 23, 2016 meeting.  After an initial motion to approve failed, a second motion to approve without the vacation request resulted in a tie vote.
