RE:Second Reading, Ordinance #2016-2097; Vacation of Right-of-Way - North Bay Hospital - 6050 Indiana Avenue

REQUEST:

City Council is to conduct a second public hearing of the vacation request.  The first hearing was held on August 2, 2016, at which time the initially prepared resolution was amended to an ordinance.



DISCUSSION
:

North Bay Hospital is seeking approval of a request to vacate the 20-foot-wide alley located between two parcels that are associated with 6050 Indiana Avenue.  The alley runs east-west through a portion of each parcel.  Letters of no objection have been provided by Bright House Networks and Clearwater Gas; Duke Energy, Frontier and the City have existing utilities that will be accommodated in an easement.

 

The request is related to the recent land use plan amendment application, approved by City Council on August 2, 2016, which redesignates the site to the Public/Semi-Public land use category.  There is a 912 square foot office located on the northern parcel with frontage along Indiana Avenue and Monroe Street.  The southern parcel is undeveloped and has frontage on Pennsylvania Avenue and Monroe Street.  The office building will be used for general purposes.  A gravel-surfaced area for parking and outside storage will be located on the vacant lot, enclosed with a six-foot PVC fence.



RECOMMENDATION:

Staff recommends approval of the request.
