REQUEST:
The request is for the City Council to appoint Mr. Timothy Driscoll of Rahdert, Steele, Reynolds & Driscoll, P.L. as City Attorney for a one year period of time and to authorize the City Manager to effectuate a Professional Services Agreement in that respect.
DISCUSSION:
As you already know Mr. Joe Poblick has served as city attorney from February 3, 2015 up until his recent appointment as a Circuit Court Judge. Also as you already know, the city released an RFP on July 27, 2016 in order to fill the position. In that respect the city enjoyed a good response to the RFP having received seven (7) proposals. A short list of candidates was prepared based on the following criteria: experience, fee and availability. In that respect interviews were conducted with the top rated four candidates on August 22, 2016.
As a result of the interviews and a comprehensive background check, I am pleased to recommend that Mr. Timothy Driscoll of the law firm of Rahdert, Steele, Reynolds & Driscoll, P.L. be appointed by you to serve as the City Attorney. Mr. Driscoll has extensive experience in municipal law having previously served as City attorney to the cities of Gulfport and St. Pete Beach. Additionally, Mr. Driscoll has experience as a special magistrate serving the cities of South Pasadena and St. Petersburg. In my opinion, Mr. Driscoll is extremely capable of representing the city in all legal, litigation and administrative matters and therefore I recommend that you appoint him as the City Attorney.
Incidentally, if this recommendation is approved, Mr. Driscoll will be working two days a week at City Hall and will attend all regular City Council meetings and attend any work session and/or special meeting at the request of the City Manager. Mr. Driscoll's rate of compensation will be $150.00 dollars per hour.
RECOMMENDATION:
The recommendation is to authorize the City Manager to enter into a professional Services Agreement with Mr. Timothy P. Driscoll of Rahdert, Steele, Reynolds & Driscoll, P.L. to provide professional consulting services as city attorney for a one year period of time.
BUDGET/FISCAL IMPACT:
Funding for this agenda item is provided for in the City Council's budget account number 001-0011-519-31-11. | | | |
