The city issued a request for qualifications in regard to the preparation of a Parks and Recreation Master Plan on May 21, 2016. In that respect there were eight respondents and they are as follows: Ayres Associates, Barth Associates, Community Solutions Group (GAI Consultants), Genesis, Greenplay, LLC, Kimley-Horn and Associates, Sand County Studios and Wade Trim, Inc. Staff reviewed each proposal and chose four firms to interview in order to learn more about their specific competencies as well as their proposed project approach and expected deliverables. At the conclusion of the interviews it was determined that Barth Associates was the preferred firm to conduct the work for the city on this project. Barth Associates is a well known firm specializing in parks master planning. The firm has completed over fifteen parks and recreation systems master plans as a prime or sub-consultant in the State of Florida. After a thorough check of their references, staff concluded that Barth Associates has demonstrated an impressive history of working effectively with their clients.
Staff requested a proposal from Barth Associates which outlined the fee associated with their work on the project and is attached to this agenda item for your review. The proposal is in the amount of $79,000 and includes the following scope of work:
· Direct Project Management
· Perform Parks Inventory and Mapping
· Conduct Project Steering Committee Meetings
· Complete Needs Assessment
· Conduct a Statistically Valid Survey and Public Outreach Meetings
· Perform Stakeholder Interviews
· Conduct a Parks Visioning Workshop
· Complete an Estimate of Probable Costs
· Draft Master Plan Report
· Present the Final Parks and Recreation Master Plan
In respect to Barth Associates fee, staff believes that the fee being requested is fair in regard to the amount of work being called for and current industry standards. If approved by Council, it is expected that the project execution will span over a six month period of time.
