REQUEST:
The City Council is requested to open the second and final public hearing on the proposed Millage Rate, Operating Budget, and Capital Improvement Program for FY2016-2017. This hearing will also provide the City Council with the opportunity to perform a final review on the proposed Operating Budget and Capital Improvement Program.
DISCUSSION:
At the public hearing, Mayor Marlowe will announce the formal procedures which must be followed to maintain compliance with Florida's laws and rules. The proposed millage rate is below the rollback rate; therefore, this process is simplified as the rules are in place to guarantee compliance when the effective tax rate increases. Hardcopies of the City's Proposed Operating Budget and Capital Improvement Program has been made available in the City's Public Library and on the City's website.
RECOMMENDATION:
After receiving comments and questions from the public and full discussion and consideration of the City's proposed tentative millage rate and FY2016-2017 Operating Budget and Capital Improvement Program has been had, it is recommended that the City Council approve Resolution No. 2016-30 and Resolution 2016-29, in that order, which will adopt the proposed Millage Rate and Proposed FY2016-2017 Operating Budget and Capital Improvement Program being presented this evening as final.
BUDGET/FISCAL IMPACT:
If adopted, the FY2016-2017 Operating Budget and Capital Improvement Program will serve as the City's spending plan for the ensuing fiscal year. | | | |
