As you are all aware, there is a widespread theft of shopping carts occurring throughout the City. The carts are subsequently abandoned along City streets, in alleyways and on vacant properties creating a public nuisance. This ordinance will reduce the frequency of the theft of carts and ensure businesses have cart retrieval processes in place.
At the direction of Council, staff was asked to create an ordinance which requires businesses utilizing carts to ensure their carts are identifiable to their respective business, post warning notices about the theft of carts on their buildings and parking lots; and to develop and implement retrieval plans approved by the City for carts that are stolen and abandoned. The ordinance was presented to Council for first reading on July 19, 2016 and is before you for its second reading and adoption.
