The request of staff for Council is for the review and approval of the attached Utility Service Agreement between the City and People Places, LLC for the Site Development known as the Residences of Orange Lake.   

When fully constructed, the site development will consist of a 85 multi-family dwellings/apartments on approximately 2.82 acres.  The primary Development Site is location on the north and south sides of Central Avenue, east of Circle Boulevard, and west of Adams Street; however there is a small parcel located on the S.E. corner of Adams Street and Central Avenue that is part of the Development.  The proposed location for the project is depicted in the attached agreement described as Exhibit A.  Construction of the Development and execution of the utility service agreement will require the City to provide water and sewer service for the development and require the Developer to construct the utility system in accordance with the City’s Utility Standards prior to the City’s acceptance ownership. The Developer shall bear all costs associated connecting into the City's existing utility systems.
