RE:6” Portable Pump Purchase – Stormwater Utility

REQUEST:

The action requested of City Council is to review and consider the approval of the attached proposal from Thompson Pump and Manufacturing Co., Inc., in the amount not to exceed $50,698.00 for the purchase of one six inch (6”) Portable Stormwater Pump and accessories.  The proposal contains pricing in accordance with the current Florida Sheriff’s Association Contract Bid Award #FSA16-VEH14.0-Cab & Chassis Trucks & Other Fleet Equipment.

DISCUSSION
:

This type of equipment is used by the Stormwater Utility Division during and prior to large rain events such as Hurricanes, Tropical Storms, and low pressure systems.  Over the past several storm seasons the utility has had to consistently rent additional pumps during the storm events for the purpose of preventing and reducing the flooding of private properties, the City owned roadway network, and low lying areas that historically are prone to flooding.

In 2016 staff applied for a grant through the Gulf of Mexico Alliance for funding assistance to purchase a portable pump similar to the type the utility leased for the storm events.  In 2017 the funding was approved by the Alliance at a two to one (2 to 1) rate towards the purchase cost estimate of $50,000.  The attached agreement contains a maximum contribution by the Alliance of $33,334.

RECOMMENDATION:

Approval of the purchase is recommended.

BUDGET/FISCAL IMPACT:

This piece of equipment is budgeted in the 2016-2017 Capital Equipment/Improvement Program for the Stormwater Utility Account No. 002-0103-538-64-31.
