REQUEST:

The request of staff for the CRA Board of Directors is to review and consider for approval the deductive change order in the amount of ($352.00) and the final pay request in the amount of $27,749.80 from SC Signature Construction, Corporation for the front roof replacement on the Former Smart Start Business Incubator.





DISCUSSION:

As CRA Board of Directors may recall, on November 18, 2016 Engineer’s from BillerReinhart Engineering Group Inc. performed a visual survey of the newly constructed front roof and submitted a report to the City on December 2, 2016.  The report concluded substantial deficiencies in the as-built construction of the new front roofing system and concluded that the newly installed roof system will not function properly to protect the building for its intended use or withstand the life of its intended warranty.  Defective workmanship was attributed to these defects.  In conclusion, the report recommended the existing TPO roofing system be removed and replaced.  It was at that time, the City Attorney submitted a defective workmanship notice to the contractor and the contractor’s performance bond company of the City’s intent to replace the roof.

 

ITB-17-007 was advertised for the removal and replacement of the front roof.  On May 2, 2017 the CRA Board of Directors approved the award of the low bid to SC Signature Construction, Corporation in the do not exceed amount of $49,250.00.   On May 8, 2017 the notice to proceed with construction was issued to the contractor and on May 15, 2017 work began on the project.  Subsequent to the issuance of the BillerReinhart Engineering Group Field Report dated May 25, 2017 and the substantial completion issuance calling out the project’s completion, a final report of the roof system condition assessment was submitted to staff  from BillerReinhart Engineering Group that identified and verified the defective conditions associated with the former roof project. 





RECOMMENDATION:

Approval of the deductive change order and the final pay request is recommended.

 





BUDGET / FISCAL IMPACT:

Funding for the project is identified as Community Redevelopment Dollars account # 630-0080-515-62-99 Building Improvements.
