RE:2017/2018 Crossbow Lane - Stormwater Lining Project

REQUEST:

Attached for your review and consideration is an agreement and a proposal from Layne Inliner, LLC, in the amount not to exceed $76,080.00 for stormwater drainage pipe rehabilitation.  The agreement includes the same conditions and unit pricing as the current Polk County ITB#17-326.  The usage of this contract and pricing is in accordance with the City's purchasing procedures and guidelines.



DISCUSSION
:

Subsequent to a storm event in September, 2017, the resident at 6546 Crossbow Lane notified Stormwater maintenance staff the retention pond bank adjacent to the Indiana Ave. closed landfill had eroded.  An inspection performed by Stormwater Utility maintenance staff identified several defects in the existing stormwater drainage pipes starting at Crossbow Lane extending into the storm pond.  The stormwater pipes proposed to be lined are of reinforced concrete material that has separated at the joint ends.  The pipe separations have resulted in infiltration of water and sand.  Further deterioration of the drainage pipes identified could result in damage to private residential homes if not corrected.  This type of rehabilitation method has a considerable reduction in cost from traditional pipe laying construction because it eliminates the cost of restoration and allows the existing facilities to remain in place with no disruptions to the general public.



RECOMMENDATION:

Approval of the proposal is recommended.

 

 




BUDGET/FISCAL IMPACT:

The project is identified in the City's current Capital Improvement Program.  Funding is available in the Stormwater Utility Fund Account No. 002-0103-539-63-99.
