RE:Sanitary Sewer Manhole Inserts Purchase – Consideration for Approval

REQUEST:

The request of staff for the City Council is to review and consider for approval the attached proposal from Capital Foundry of Virginia, Inc. in the amount not to exceed $108,750.00 for the purchase of 870 Rainstopper sanitary sewer manhole inserts.  This proposal includes the same terms and conditions as set forth in the City’s ITB No. 17-008.  




DISCUSSION
:

The City’s Wastewater Treatment Plant (WWTP), has a permitted average annual daily flow capacity of 7.5 MGD.  The wet weather events experienced during the past several hurricane seasons has caused a significant increase of flow to the WWTP due to stormwater inflow into sanitary manholes.  The purchase and installation of manhole inserts is one of the most cost effective best management practices (BMP) used today that has the greatest impact on reducing inflow into the sanitary sewer systems.  In addition, manhole inserts are a type of BMP encouraged by the Florida Department of Environmental Protection agency in an effort to reduce the increase flow and treatment of stormwater into the City’s system, thereby reducing the potential to create wet weather discharge from the Plant into the bayou. 

    

As City Council is aware, Public Works staff completed smoke testing of the utility system last year and purchased several hundred manhole pan inserts for phase one of two phases to be completed in 2018.  Phase one includes low lying areas that historically flood while this purchase of pans is phase two and will be utilized for the remaining system inventory.  Currently, stormwater maintenance crews are performing facility maintenance of stormwater systems prior to the installation of the pans.     

 




RECOMMENDATION:

Approval of the proposal is recommended.

 

 




BUDGET/FISCAL IMPACT:

Funding is identified in the Water and Sewer Collection Division’s Operating Budget, Account No. 401-0113-535-31-99.
