| TO: | City of New Port Richey City Council | | FROM: | Robert M Rivera, Public Works Director | | DATE: | 1/16/2018 | | RE: | Bid Award RFP18-002 Disaster Management, Monitoring, Oversight, and Recovery Services |
REQUEST:
The action requested of the City Council is to consider for award, the attached RFP- No. 18-002 for Disaster Management, Monitoring, Oversight and Recovery Services to Metric Engineering, Incorporated and to consider for approval to allow staff to enter into a contract agreement in accordance with the same terms and conditions set forth in RFP-No. 18-002 to Metric Engineering, Incorporation.
DISCUSSION:
On November 11, 2017 RFP-No. 18-002 was advertised for Disaster Management, Monitoring, Oversight and Recovery Services, (DMMORS). On December 20, 2017 one sealed proposal was submitted to the City Clerk’s Office by the 2:00 p.m. deadline. The single proposal was submitted by Metric Engineering, Incorporated from Lake Mary, Florida. Metric Engineering, Incorporated is a privately held minority-owned Florida-based national firm incorporated in 1976 and headquartered in Miami, Florida. Metric’s core expertise is in the field of (DMMORS).
As Council may recall, the City is currently under contract with Tetra Tech, Incorporated for disaster management, monitoring, oversight and recovery services. The current agreement was a piggyback agreement containing the same terms and conditions as the Pasco County’s (DMMORS) contract. Subsequent to the Federal Emergency Management Agency’s, (FEMA) decision not to allow communities to piggyback off of one another for these types of services, the City proceeded with the RFP process to meet FEMA’s mandate. In addition, stringent requirements for monitoring and documentation is required to be submitted to the Federal Emergency Management Agency (FEMA) for reimbursement of costs associated with recovery efforts during emergency events. These challenges have prompted the need for agencies to execute secondary contract agreements with certified contractors performing the monitoring and oversight services should the need arise when an event may be too large for staff to handle. If approved, this agreement puts in place a secondary/redundancy for these services.
RECOMMENDATION:
Action to award RFP-No. 18-002 to Metric Engineering, Incorporated and approval for staff to enter into a contract agreement with Metric Engineering, Incorporated for (DMMORS) with the same terms and conditions as RFP-No. 18-002 are recommended.
BUDGET/FISCAL IMPACT:
There is no budget impact; funding for these services will only be authorized subsequent to approval by the City Council. | | | |
