The City authorized PMG Associates, Inc. to conduct a study regarding potential annexation of surrounding unincorporated Pasco County. This will eliminate enclaves and “square off” of boundaries to better provide services.
The consideration includes the estimate of resources required to enact the annexation and to project the expected revenue and expenditures. It also includes the timeframes anticipated to complete all phases on annexation. The last section of the study analyzes the fiscal impact of expanding the CRA boundaries.
Overall, the study estimates that there will be a net positive financial position in the General Fund with every phase on the annexation. If the CRA were to be expanded, there will also be a positive fiscal position without the need for rate increases in any revenue source.
