REQUEST:
The request of staff for Council is to review and consider for approval the attached change order No. 1 contract modification to ITB #18-006 from Lakeside Equipment Corporation in the amount not to exceed $40,293.00 for the Wastewater Treatment Plant's (WWTP) south channel installation of the one (1) Influent Bar Screen.
DISCUSSION:
As City Council may recall, two years ago the WWTP replaced the north and south influent grinders located at the headworks section of the plant. This type of equipment is used to grind solid materials that have entered into the sewage treatment system. Because of the operational environment, the equipment is subjected to accelerated wear and tear. Subsequent to several conversations with the WWTP/Reuse Manager and his plant maintenance staff, the purchase and installation of influent bar screens has been recommended in an effort to achieve maximum protection of all equipment downstream of the influent grinders.
Originally plant staff budgeted for the bar screens to be purchased and installed in two phases beginning in FY 17/18 and concluding in FY 19/20 due to equipment cost. During the bid opening, it was determined that the low bid amount was approximately half of the project estimate range of $80,000 to $95,000 for the first bar screen. Staff made contact with the vendor in an attempt to negotiate the purchase and installation of a second bar screen in the form of a project change order.
RECOMMENDATION:
Approval of the attached change order is recommended.
BUDGET/FISCAL IMPACT:
This item is budgeted in the Water Pollution Control Capital Equipment/ Improvement Plan, account # 401-0112-535-63-99. As Council is aware, Pasco County funds 40% of the operating expenditures for the City's WWTP by Interlocal Agreement. | | | |
