SUMMARY:

As you already know, for some time now the owners of Sip, Lisa and Kris Bolster have expressed interest in establishing a parklet in the parking spaces adjacent to their location at 6231 Grand Boulevard.  In that regard I have had several recent discussions with the Bolster's at which time, they have submitted some preliminary design and placement materials for use in further evaluating their proposal.  Quite regrettably though and due to some miscommunication the parklet that they were contemplating was constructed in advance of receiving the approval to do so.  As a result the Bolster's were cited for construction without a permit and the structure has been relocated from the public right-of-way.

The purpose of the discussion this evening is twofold.  First it is to determine if interest exists on the part of the City Council in permitting parklets in the downtown area of the city.  In that regard, staff will be prepared to present the pros and cons of parklets as well as to respond to your questions. Secondly, if it is determined that there is interest in parklets, staff will be seeking specific direction as it relates to the various criteria i.e.- number, placement, materials necessary to complete our work on the proposed guidelines and requisite permitting process.

A letter was distributed to each business and property owner that is located on Main Street and Grand Boulevard inviting them to comment on parklets and attend the work session.

 





REQUESTED ACTION:

Staff recommends that the City Council conduct a work session to consider whether or not the city should establish standards in regard to the placement, construction, operation, design and maintenance of parklets.
