On July 1, 2017 New Port Richey was awarded a Special Category Grant from the Division of Historic Resources in the amount of $750,000. The approved scope of work was for the manufacturing of the Hacienda's original steel windows, restoration of wooden windows, and installation of as many doors possible. After architectural fees, the amount of grant funding available was $694,520.
After receiving approval of the architectural design submitted to the Division of Historical Resources, staff issued Invitation to Bid 18-012, which included three bid alternatives.
On February 13 & 14 a mandatory pre-bid conference was held. Two firms, Specialized Properties and DL Porter, attended. On March 15th at 3:00pm, staff received one bid submission from Specialized, and one late submission from DL Porter, which was returned unopened.
Specialized Properties bid $1,371,960, which exceed the amount of allowable funding.
On March 22nd, staff met with Specialized to review the schedule of values.
The following bid adjustments were made:
Subtract Alternative 1: ($336,779) Installation of all listed doors
Add: $23,588 Installation of door #109
Add: 23,588 Installation of door #110
Add: 18,342 Installation of door #116
Subtract Alternative 2: ($58,630) patching of stucco. Stucco repair is likely to be completed from Small-Matching Grant funded July 1, 2018.
Subtract Alternative 3: ($769,650) All new steel windows and all new wood doors
Add: $376,882 city to purchase windows directly from manufacturer
Add: 221,389 Specialized to remove windows, bucking, infill & restoration of door transoms. Window openings to be prepared and measured for manufacturing.
A contingency of $30,730 is provided to account for the total budgeted amount of $694,520. (See attached schedule)
Note: Should the contingency not be needed, the balance will be used to restore wooden windows #204, 205, 206 and Mezzanine door.
RECOMMENDATION:
Bid award to Specialized Property Services, Inc. not to exceed, $694,520.
