RE:US Hwy 19 Landscape Maintenance Agreement

REQUEST:

The request of staff for the City Council is to review and consider for approval the attached Landscape Maintenance Agreement between the City of New Port Richey and the Gulf Coast Highway Road Maintenance Organization, LLC (RMO).

DISCUSSION
:

As City Council is aware, the City received two (2) Florida Department of Transportation (FDOT), Grants for the construction of landscaping improvements in center medians along US Hwy 19 within the City's Corporate Limits from Trouble Creek Road to the Port Richey Bridge.

Subsequent to the conclusion of the projects, Mr. Greg Armstrong, President of the RMO, approached City Council with the concept of a RMO performing landscape maintenance in the medians by businesses that wanted to be a part of the improvements constructed by the City and funded by the FDOT.  Businesses that adopted a median would get an FDOT approved sign installed in the median identifying them as a sponsor.  The landscape maintenance activities performed by the business sponsor would be of no cost to the City and are identified in the agreement as Exhibit B.  The City in turn, would agree to water the landscape during seasons of drought and during the spring and fall when rain fall averages are in decline.

RECOMMENDATION:

Approval of the US Hwy 19 Landscape Maintenance Agreement is recommended.

BUDGET/FISCAL IMPACT:

There is no budget impact associated with the approval and execution of the agreement.
