RE:Rejection of Bids ITB18-015 – Dr. Frederick A. Grassin Bridge LED Lighting Project

REQUEST:

The request from staff for City Council is to review and consider for rejection the attached bids submitted to the City Clerk’s Office for the Dr. Frederick A. Grassin Bridge LED Project ITB18-015.




DISCUSSION
:

On April 14, 2018 ITB18-015 was advertised for the purchase and installation of a LED light system underneath the Dr. Frederick A. Grassin Bridge located Downtown on Main Street.  The plans and specifications were prepared by Wannemacher Jensen Architects, Incorporated.  On May 17, 2018 four (4) sealed bids were submitted to the City Clerk’s Office.  The four (4) sealed bids were announced and opened on May 18, 2018.  All four (4) bids were in exceedance of the engineer’s project estimate of probable cost of $60,000.

 

Due to the fact all of the bids submitted exceeded the engineer’s project estimate of probable cost, staff is requesting City Council reject the bids and allow staff to proceed with the engineers recommendations in the attached memo item 2.  Postpone Phase 1 until the next fiscal year to realize a savings in construction mobilization and general conditions by combining Phase 1 and Phase 2 of the 2017 Main Street Bridge Improvements under the same construction contract.




RECOMMENDATION:

The rejection of the attached bids is recommended by staff.

 




BUDGET/FISCAL IMPACT:

Funding for the project is identified in the City’s current Capital Improvement Program as Penny for Pasco tax dollars.
