REQUEST:
The request of staff for the City Council is to review and to consider for approval, the attached contract modification Change Order No. 1 in the amount not to exceed $277,553.47 from Augustine Construction, Inc.
DISCUSSION:
This project was approved for design in the City's 2014/2015 Capital Improvement Program. The project scope of work expands the City's existing Downtown streetscape at Main St. and heads north on Madison St. to Massachusetts Ave. In addition, the scope of work connects to the existing Multi-Use Path at Kentucky Ave. and Madison St. extending the path south along the east side of Madison St. to Central Ave. Elements of the proposed project include the removal and replacement of the existing sidewalk, hardscaping, landscaping, decorative lighting, as well as amenities similar to the City's existing Downtown Streetscape areas and the existing multi-use path on Marine Pkwy.
As City Council may recall, staff presented the project to City Council for the bid award approval to Augustine Construction, Inc. in an amount not to exceed $664,424.75 at a regularly scheduled City Council meeting on October 17, 2017. This low bid amount was $335,575.25 below the Capital Improvement Plan of $1,000,000 allocated for the project and approved by City Council. On November 7, 2017 staff presented to City Council a conceptual drawing presentation of the project. During the meeting City Council directed staff to review the project design and determine if additional landscaping could be incorporated into the project similar to the Marine Pkwy Multi-Use Project that was completed recently. The additional landscape has been identified and incorporated into the low bid amount in the form of a project change order.
RECOMMENDATION:
Approval of the change order is recommended.
BUDGET/FISCAL IMPACT:
Funds for this project are allocated and identified as Penny for Pasco tax dollars in the City’s current Capital Improvement Program in the amount of $1,000,000.00. The proposed total cost of the base bid and the change order is $941,978.22.
