Attached for your review and consideration by City Council are two proposed one year contract extensions for the bulk purchase of chemicals used in the treatment of wastewater and raw water.  Each one year contract extension contains the same unit pricing with terms and conditions currently outlined in Bid No.17-010.  

On July 18, 2017 an Invitation to Bid No.17-010 was advertised by the City requesting competitive proposals from vendors who could supply various chemicals in bulk for the purpose of raw water and wastewater treatment.  Sealed bids were received by the City Clerk on June 1, 2017 and opened on June 2, 2017.  Subsequent to staff’s review of the submitted bids, Council approved the bid awards for the purchase of bulk Chemicals from Allied Universal Corporation, Chemtrade Chemicals US LLC., and Fort Bend Services, Inc.  Contract documents were executed between the City and the vendors that included an initial period of one year price guarantees and the option of two one year extensions should both parties agree to extend the original contract pricing in writing.  Staff was able to receive contract extension with Allied Chemical (sodium hypochlorite) and Fort Bend Services (polymer).  Thatcher (Alum) and Hawkins (sodium hydroxide) were unable to continue with current pricing.  The attached two proposals cover the bulk of the plant’s processing chemicals and are the first of the two one year options.
