As you are aware, the City authorized PMG Associates, Inc. to conduct a study regarding potential annexation of surrounding unincorporated Pasco County with the goal of eliminating enclaves and “squaring off” of boundaries to better provide services. A presentation was made to Council on March 27, 2018 regarding the results of the annexation study. In discussions that ensued after the presentation, staff was informed by the consultant that the only areas that could be annexed without a referendum were the seven enclaves. Therefore, the consultant has completed a revised study which is attached to this agenda item for your review.
