As City Council may recall, on December 19, 2017 City staff and the Genesis Group presented to City Council the Downtown Parking Study. The study identified the number of current parking space available on private and public properties and their usages during peak hour parking demands and as well as weekdays and weekends. In addition, the study identified eight (8) parking strategies to consider. As stated in the December 19, 2017 work session memo to City Council from City Manager Debbie L. Manns, the eight parking strategies that were to be considered included:

Review of the existing regulations;

Create in-lieu parking fee;

Improve efficiency of existing parking;

Acquire more land for parking;

Improve connections;
-
Satellite/valet parking;
-
Special events; and
-
Charge for parking.
Subsequent to the Downtown Parking Study presentation to City Council, the Genesis Group was tasked with the creation of a Downtown Parking Implementation Study to further refine the parking strategies identified in the Downtown Parking Study. Identify specific capital improvement projects that would increase the available parking, and to identify capital improvement projects that improve pedestrian access to both existing and proposed parking facilities. Included in proposed capital improvement projects are cost proposals, short, medium, and long term identification, and estimated implementation schedules.
