In 2014 the Finance Department and Public Works Department contracted with Burton and Associates, now Stantec to perform a 10 year revenue sufficiency analysis for the City’s Water and Sewer Utility. The purpose of this work session is to present to City Council the 2018 Utility Revenue Sufficiency Analysis (RSA) Update. Included in the RSA is a current review of utility objectives, fund balances, revenues, operating expenditures, debt service, and capital improvement program. In addition, assumptions such as cost escalation, customer growth and volume forecast, minimum reserve, future borrowing for capital funding, debt service, and coverage were identified and cross referenced with data collected to create the analysis.
