The work session is being convened at the request of Councilman Altman and relates to the prospect of entering into negotiations with Pasco County in regards to providing municipal services through an Interlocal Service Boundary Agreement.
Interlocal Service Boundary Agreements are authorized under Part II, Chapter 171, Florida Statutes, and serve as an alternative to annexation by allowing for the delivery or funding of services within either the municipal service area or the unincorporated service area to the agency that is best suited to provide service. Typically, Interlocal Service Boundary Agreements cover the following six areas of service:

Public Safety

Fire and Emergency Medical Service

Road Ownership, Construction and Maintenance

Conservation, Parks and Recreation

Stormwater Management
If at the conclusion of your discussion you determine that it would be appropriate to engage Pasco County in discussions related to this matter, staff will present to you for your approval at a future regular meeting an initiating resolution, per the provisions outlined Section 171.203, Florida Statues, inviting Pasco County to commence the negotiation process.
