REQUEST:
The action requested of City Council is to review and consider the approval of the attached four (4) proposals from Coggin Ford located at 9650 Atlantic Blvd., Jacksonville, Fl. 32225 in the total amount not to exceed $180,641. This total amount includes the purchase of one (1) 2019 F150 pickup truck for the Facilities Maintenance Division in the not to exceed amount of $25,405, one (1) 2019 F250 diesel pickup truck for the Wastewater Treatment Plant (WWTP) in the amount not to exceed $39,099, one (1) 2019 F250 service body pickup truck for the Grounds Maintenance Division in the amount not to exceed $35,164, and one (1) 2019 F550 diesel utility service truck with crane for the Sewer Collections Division in the amount not to exceed $80,973. The Coggin Ford sales pricing is derived from the 2018 Florida Sheriffs Association contract #18-VEL25.0. The proposed purchase is in accordance with the City Finance rules and regulations.
DISCUSSION:
The F150 pickup truck purchase is an addition to the fleet. Currently, the facilities maintenance staff are utilizing available trucks from other divisions within the Public Works Department. The F250 diesel pickup truck is used by WWTP maintenance staff for routine inspections and repairs of bulk meter assemblies, water and influent sampling and transport to labs. In addition, this vehicle is used to load and unload equipment and material used in several types of maintenance and repair activities at the plant. The existing truck is 11 years old, it has 76,231 miles on the odometer, and excessive idle time. The City’s Fleet Maintenance Supervisor recommends its replacement for these reasons as well as an engine knock that is expected to consist of an engine replacement or rebuild. The new F550 diesel utility service truck with crane will replace a 2003 F450 crane truck in the Sewer Collections division that has 126,000 miles on the odometer and excessive idle time. The transmission and engine both need to be rebuild or replaced. It is the recommendation of the City’s Fleet Maintenance Supervisor that this truck be replaced. Finally, the F250 service body pickup truck for the Grounds Maintenance Division will replace a 2002 Dodge 2500 pickup truck that is 17 years old and has 98,250 miles on the odometer. Subsequent to the Fleet Maintenance Supervisor’s vehicle inspection, it has been determined that this vehicle has served its useful life and needs to be replaced.
RECOMMENDATION:
Approval to purchase the pickup trucks and service trucks in accordance with the submitted proposals is recommended.
BUDGET/FISCAL IMPACT:
