REQUEST:
The request of staff for the City Council to review the attached Engineer's Recommendation and consider approval of the low bid submitted by Augustine Construction, Inc. in the amount of $1,329,112 for the 2015-2016 Sewer Utility Improvements Project.
DISCUSSION:
Subsequent to the design completion phase, this project was advertised for competitive bidding. Four (4) bids were received by the City on November 16, 2018. The project bids received ranged from a low bid of $1,329,112 to a high bid of $1,676,874.67.
The scope of work for this project is the demolition of an existing lift station located at Marine Parkway and Azalea Drive and the conversion of the lift station’s wet well into a sewer system manhole. It includes the construction of a new lift station at Marine Parkway and Tangelo Drive and the rehabilitation of the existing lift station at Avery Road and Court Street. In addition to the lift station improvements 2,700’ of 10” force main will be directionally bored from the newly installed lift station at Marine Parkway and Tangelo Drive north along Allamanda Drive and Charles Street to Gulf Drive where it will tie into the existing 14” force main at James Street. Finally 600’ of 10” gravity sanitary sewer pipe will be directionally bored on Marine Parkway east from Azalea Drive to the newly installed lift station on Marine Parkway at Tangelo Drive. The proposed expansion and lift station replacement and rehabilitation elements are identified in the City of New Port Richey Utility Master Plan document as a recommended ongoing utility capital improvement.
RECOMMENDATION:
The action recommended by staff to City Council is to approve the low bid submitted by Augustine Construction in the amount not to exceed $1,329,112 for the 2015-2016 Sewer Utility Improvements Project.
BUDGET/FISCAL IMPACT:
The 2018/2019 Water & Sewer Construction Fund budget included funding for this project. Funds are available in account No. 405535-46381-0963. The staff impact will involve the assignment of one (1) full time Construction Inspector for observation and inspection purposes throughout the project. | | | |
