RE:Bid Award - 2017 Seawall Repair Project Phase I & II

REQUEST:

The request of staff for the City Council is to review the attached Engineer's Recommendation and consider approval of the low bid submitted by Cal-Tech Testing, Inc. d/b/a Foundation Professionals of Florida in the amount not to exceed $289,930 for the 2017 Seawall Repair Project- Phase I & II.



DISCUSSION
:

Subsequent to the design completion phase, this project was advertised for competitive bidding.  Four (4) bids were received by the City on December 14, 2018.  The project bids received ranged from a low bid of $289,930 to a high bid of $1,106,600. 

 

As City Council may recall, staff presented a Seawall Condition Assessment to City Council in June of 2016.  The Assessment reviewed the existing conditions of all seawalls owned and maintained by the City.  Included in the assessment were project rankings, cost repairs, current conditions, and seawall remediation.  Sims Park and Cotee River Park seawalls were ranked number one and two in need of repair.  The repairs include wall joint separation, wall cracking horizontal and vertical, wall cap damage, sidewalk settlement, drainage pipe deterioration, soil voids, wall leaning, and damaged or no tie-back systems.

 

The engineer of record has talked with the contractor, verified references and past project types and completions.  The company was founded in 1980 and is home based out of Lake City, Florida.  They have worked with the State of Florida and several Florida Counties. They specialize in the construction and repair of dams, levees, pipelines, tunnels, retaining structures such as seawalls, and sinkhole remediation’s.  



RECOMMENDATION:

The action recommended by staff to City Council is to approve the low bid and award the project to Cal-Tech Testing, Inc. d/b/a Foundation Professionals of Florida.



BUDGET/FISCAL IMPACT:

This project is included in the City’s current Capital Improvement Programs.  Funding is identified as Penny for Pasco Dollars in the amount of $410,000
