RE:2019 Gloria Swanson Parking Lot Improvements - Project Task Order No. 41 - Engineering Services

REQUEST:

The request of staff for City Council is to review and consider for approval Task Order No. 41 from the Genesis Group for engineering services in the amount not to exceed $45,100 for the 2019 Gloria Swanson Parking Lot Improvements Project design, bid, and construction.



DISCUSSION
:

As City Council may recall, on December 19, 2017 City staff and the Genesis Group presented to City Council the Downtown Parking Study.  The study identified the number of current parking space available on private and public properties and their usages during peak hour parking demands and as well as weekdays and weekends.  In addition, the study reviewed existing regulations, in-lieu parking fee, identified ways to improve efficiency of existing parking, options for land acquisitions for additional parking, and improved connections to existing parking areas, valet parking, special event parking, and charge for parking.

 

Subsequent to the Downtown Parking Study presentation to City Council, the Genesis Group was tasked with the creation of a Downtown Parking Implementation Study to further refine the parking strategies identified in the Downtown Parking Study. This study was presented to City Council at a September 18, 2018 City Council work session.  Included in the study were specific capital improvement projects that would increase the available parking.  In addition, the study identified capital improvement projects that would improve pedestrian access to both existing and proposed parking facilities.  Included in proposed capital improvement projects are cost proposals, short, medium, and long term identification, and estimated implementation schedules.  It was during the work session that the need for additional parking near the Hacienda Hotel was an identified as an immediate concern due to the possible grand opening of the hotel.  Primary parking lot improvements to the Gloria Swanson parking lot were presented to City Council and a direction to proceed with engineering services to design, bid, and construct the improvements was given to staff.



RECOMMENDATION:

Approval of Task Order No. 41 in an amount not to exceed $45,100 is recommended

BUDGET/FISCAL IMPACT:

Funds for this project are identified as Stormwater Utility Assessment, Community Redevelopment Agency, and Penny for Pasco Tax dollars.
