RE:Approval of Sanctuary Manor ALF Site Plan

REQUEST:
As a Planned Development District (PDD), Sanctuary Manor ALF must receive site plan approval from the City Council per Chapter 7.16 of the Land Development Code. It has the correct zoning and future land use designations.


DISCUSSION
:

Introduction:

Sanctuary Manor is a proposed assisted living (ALF) facility that will be located at 6450 Sea Forest Drive. Of the 12.42 acre site, only 8.32 acres will be developed through this action. Only the part of the parcel that is zoned PDD (Planned Development District) (see map) will host the ALF. The rest of the parcel will remain, for now, undeveloped. The three story building will feature 115 units of senior independent living and memory care units. The 98,706 square foot building will feature parking underneath the building. All residential units will be on the second and third floor.

 

An application on the same parcel came to Council on June 19, 2018 to rezone the entire parcel as PDD and build more ALF units and 13 single family homes. That was rejected by Council.  This new application does not ask for rezoning, removes the single family homes, and decreases the amount of beds proposed for the ALF.

 

Surrounding Conditions:

The southern portion of the property (owned by the developer) is zoned R-1 Low Density Residential District. 

To the south of the parcel are two single-family homes in the R-1 District, which are in the City’s jurisdiction.   

To the north are eight residential lots zoned AC-Agricultural Commercial,  which allows agriculture and single-family detached dwellings.  Seven of the lots are unimproved.  There is a single family home on one of the lots.  These are in Pasco County's jurisdiction. Also to the north is the proposed Oyster Bayou PDD, a 66 unit development in the city that will come to the Council for review in the coming months.

To the east are ten unimproved subdivided lots zoned AC-Agricultural Commercial, in Pasco County's jurisdiction.

To the west of the subject property (across Sea Forest Drive) is The Reserve at Sea Forest townhome development.  The zoning is R4-High Density Residential, in Pasco County's jurisdiction.

There is an undeveloped 0.67 acre parcel adjacent to the northeast corner of the property, which is zoned C1- Neighborhood Commercial District, in Pasco County's jurisdiction.

 

Proposal:

The applicant proposes the development of a 115 unit ALF to be known as Sanctuary Manor at Sea Forest, which will provide facilities for senior independent living and memory care.  There are proposed conservation easements on the south and east sides of the property due to wetlands, on which development or disruption will not be permitted. 

 

The development will feature two monument signs on Sea Forest Drive, 3.5 feet in height, and 6 feet wide.

 

The development will have 38 parking spaces and 4 spaces reserved for the handicapped.

 

On landscaping, 515” of trees will be removed and 261” will be relocated. 105” of existing trees will remain. The developer will plant 270” of landscape trees and 534” of understory trees.

 



RECOMMENDATION:

The Planning and Development Department recommends approval of the site plan. The developer has met the requirements of the city's ordinances for the project.

 

This plan was reviewed by the City's Development Review Committee.
