RE:WWTP High Service Pump Replacement Project – Consideration for Approval of Direct Purchases

REQUEST:

The request of staff for City Council is to review and consider for approval the attached sole source proposal from John Mader Enterprises, Inc. in the amount not to exceed $36,042.50 for two (2) 6,000 gallons per minute (gpm) high service pumps, and two (2) proposals from Power & Pumps Inc., (P&P).  The first P&P proposal is in the amount not to exceed $35,730.00 for two (2) 300 horsepower hp motors. The second P&P proposal is in the amount not to exceed $26,980.00 for two (2) 300 hp variable frequency drives for the Wastewater Treatment Plant.



DISCUSSION
:

Included as backup to the attached proposals, is a memo from the City’s WWTP Operations Manager describing the purpose of these direct purchases in more detail.  As stated in the attached memo, the City’s WWTP currently incorporates three (3) 200 hp motors with three (3) pumps capable of pumping 4,000 gallons per minute used for the distribution of reclaimed water to utility customers and into Pasco County’s reclaimed water system. The existing pump and motors are 21 years old and most recently recorded one billion gallons of water pumping operations in fiscal year 2018. 

 

WWTP personnel have reviewed historical maintenance activities and repair work orders and have determined these motors and pumps are approaching their useful life and are in need of replacement and upgrades.  As part of their review, it has been determined and recommended the motors and pumps be replaced with larger motors and pumps capable of distributing water in the amount of 6,000 gpm.  The main benefit resulting in this upgrade is the reduction of the potential discharge into the bayou as a result of large weather events.  The second upgrade is associated with reduced operational costs.  The proposed pumps are more energy efficient and will incorporate the use of variable frequency drives (vfds), which allow for the motors to operate at the most energy efficient capacity 100% of the time, regardless of the water demand or head pressure when pushing water into the distribution system from the plant. It is expected that plant personnel will perform the replacements and upgrades associated with the direct purchases.  



RECOMMENDATION:

Approval of the three attached proposals in the amount not to exceed $98,752.50 for direct purchases by staff is recommended.



BUDGET/FISCAL IMPACT:

These items are budgeted in the Water and Sewer Fund, Reclaimed Water Production Division's line item account # 401111-46399.  As City Council is aware; Pasco County is responsible for 40% of the project through an inter-local agreement with the City.
